The BBFC
The British Board of Film Classification (BBFC) is a non-goverment organization, founded by the film industry in 1912 and responsible for the national classification and censorship of films exhibited at cinemas and video works (such as television programmes, trailers, adverts) released on physical media within the United Kingdom.

Suitable for all but especially suitable for young children to watch on their own. This was retired in 2009.
U - Universal
U films should be set within a positive framework and should offer reassuring counterbalances to any violence, threat or horror.

There may be strong language. Sexual activity may be portrayed, but usually without strong detail. There may be strong verbal references to sexual behaviour, but the strongest references are unlikely to be acceptable unless justified by context.There may be strong threat and horror. Violence may be strong but should not dwell on the infliction of pain or injury.
No one younger than 18 may see an 18 film in a cinema. No one younger than 18 may rent or buy an 18 rated video work.
No regulations on drug use, violence, language etc.
Where sex material genuinely seeks to inform and educate in matters such as human sexuality or safer sex and health, explicit images of sexual activity may be permitted.

The BBFC do not view any material which is exempt from classification and therefore do not issue any certificate of any kind.
The "E" certificate is used by material that is exempt from classification to show that it is such.
